Parfait is very cheerful despite the chaos happening in the world she once knew, which is thought to be because of a Togetic's natural happiness levels. This way of thinking makes her very naive when it comes to actually living in this world, as she sometimes doesn't even notice that it's a barren land. She wants to make friends while doing her job as a mailcarrier, and she will protect any of the Pokemon she meets along the way with her life. This selflessness is very detrimental to her health, but she doesn't mind as long as everyone is happy.
Unfortunately, her different worldview is due to Parfait's natural happiness completely changing her view. Some could say it's hallucinatory, but she doesn't actually realize what she's seeing isn't reality.

With her small wings and egg-shaped torso, Parfait is very similarly structured to most Togetic. However, when she was born, she was most definitely the runt of the litter, and is much smaller than average Togetic. This cause a little bit of bullying by other wild Pokemon in her earlier years, before the apocalypse, but it never really bothered her.
Parfait was born on a ranch by her mother and father, a male Togekiss and female Roserade. She had an easy life, simply teetering around the ranch as a Togepi and playing with the other baby Pokemon. Though, when her trainer, the one she was born to, gave her all the affection he could, she grew attached and evolved. After that, she followed him pretty much everywhere, always connected with his positive energy. They became very close, and Parfait loved him with all her heart. But things took a sharp turn once he got sick with an incredibly deadly illness.
She did her best to take care of him; making food for him, giving him any medicine he needed, and showering him with love and happiness. He was appreciative of it, but it wasn't long before he bit the dust and passed. Parfait took it very hard, not wanting to believe that he was gone. She shut herself in a room of his house, refusing to come out. This tremendous amount of trauma set in motion her hallucinations.
It wasn't odd to see a Togetic suddenly cheer up. After all, they had a huge supply of happiness, and it most likely counter-acted the depression. Though, when she left the room, she wasn't quite the same. Not in a bad way, mind you, but she seemed out of it. Nobody knew that she had been hallucinating that her trainer was still alive. With such a burden off her shoulders, she believe in these hallucinations, constantly arguing that he wasn't dead. Worried, her parents tried to distract her. They told her deliver mail, and she happily obliged. It wasn't really a job as much of something to keep her trainer off her mind. So, she continued to deliver mail to nonexistant Pokemon at unknown addresses.

She was so lost in her happiness-spawned hallucinations that she didn't even realize that the grass she was stepping on wasn't grass, but sand and rock. And so, she keeps trying to deliver her mail, even if the scarcity of other Pokemon is a bit lonesome.
